Internet Watchdoggin' Ain't Easy
A controversy that developed over the weekend and the early part of this week did a lot to illustrate a few of the many difficulties wrapped up in the very difficult job of policing Internet content.
The story goes that last week, the Internet Watch Foundation, a UK agency that operates a blacklist of web content voluntarily used by ISPs - 95 percent of UK-based residential ISPs, according to a press release issued Sunday by the Wikimedia Foundation, which operates Wikipedia - blocked access to a Wikipedia article.
You've probably heard of Wikipedia - it's the fourth-most visited site on the Internet, also according to the Wikimedia Foundation's statement. Its user-edited format has led to its own share of debate regarding the potential for inaccuracies. But that debate is only half-relevant to the issue.
The IWF blocked access, in the UK, to the article concerning the German rock band Scorpions' 1976 album Virgin Killer. The page includes an image of the album's controversial original album cover, which depicts a naked prepubescent girl (the picture seems to be there as a reference for the discussion, included in the article, of the controversy surrounding the album's original release).
As an unintended consequence of the block, UK Internet users also found they were unable to edit any page on Wikipedia. The inability to edit seemed to be the bigger concern, though the Wikimedia Foundation also opposed the site being censored at all.
There's a fairly lengthy page of information on the issue here.
In its Monday statement, the Wikimedia Foundation said it intended to work with the IWF to reach a solution to the situation.
On Tuesday, the foundation issued a statement saying it "applauds" the decision of the IWF to remove the Wikipedia page from its blacklist, earlier in the day. The removal of the block means UK users can resume editing Wikipedia entries.
An article on the UK site TGdaily describes the traffic routing and proxy issue that produced the editing problem. And in this case, it seems easier to link it than repeat it.
Interestingly, and kind of amusingly, the IWF ban is now part of the Wikipedia story, and by extension part of the album's story, a situation that is now reflected in the album's entry on Wikipedia.
I found this story interesting for a few reasons, probably the least important of which was that I was surprised to discover that the Scorpions were once this controversial. I guess when I think "Scorpions" I think "Rock You Like a Hurricane," not "offensive album art."
Anyhow, the predictable result of something like UK users being blocked from editing Wikipedia is outcry, and the liberal use of words like "censorship" and "disenfranchisement."
It must have been strange for the folks at the IWF to wake up Monday and discover that, according to the angry Wikipedia-editing Britions, they were the bad guys. This is an organization that exists entirely to fight against child pornography, criminally obscene material and incitements to racial hatred. Those are the bad guys. The fine folks at the IWF, I'm sure, were quite confidently operating under the assumption they were the good guys.
This is the difficulty involved in policing Internet content, of course. You're asking for somebody to get upset every time you add something to the list. And assuming the authority to decide what's not okay has to be one of the fastest ways to upset just about everyone.
In this case, there was a pretty solid common-sense argument for dropping the ban. It's probably safe to assume there were no harmful intentions among the people who posted the image of the 32-year-old album cover to the Wikipedia page (though I will absolutely acknowledge that there is a solid argument for "well, technically that album cover does seem to be child pornography").
This is one case that seemed to work itself out quickly and relatively painlessly. But there have been many other cases of content filtering or blocking in which the party doing the censoring is painted as much more sinister in its intent. The Chinese government's draconian filtering of Internet content is a good example.
I think we can probably all imagine that there are things on the Internet we don't want to see. And I certainly believe there are things on the Internet that nobody should be able to see. The IWF's system of blocking child pornography is a great example of a possibly imperfect solution to that.
Hopefully one result of this particular incident will be a further refining of the system. In the second of its press releases on the subject, the Wikimedia Foundation included a comment from general counsel Mike Godwin, who said:
"We recognize the good intentions of Internet watch groups, including their focus on blocking and discouraging illegal content. Nevertheless, this incident underscores the need for transparency and accountability in the processes of the Internet Watch Foundation and similar bodies around the world.
"In the long run, monitoring groups need to develop a public set of 'best practices.' These best practices should, at a minimum, decrease the impact on content found to be lawful, acknowledge the context in which the content at issue occurs, and be maximally transparent both to service providers and to individual users. There should be no false or misleading error messages when online censorship does occur."
Very well put, I think.
One result of the incident of which I am absolutely certain is that I, at long last, have a very legitimate excuse to post the video for "Winds of Change" in my blog.
(I realize this is mislabeled "Wind of Change" and is edited to include recent footage from Iraq and stock footage of planes blowing stuff up, which is completely contrary to the point of the song, but it was the only one I could embed. Please bear with me.)
